Direct answer
SPF, UVA-PF, PA, broad spectrum and water resistance answer different questions. SPF is based on protection against UV-induced erythema and is primarily UVB-weighted. UVA-PF measures UVA protection. PA converts a tested UVA-PF into a category. “Broad spectrum” depends on the rule used in a market, and “water resistant” describes retention after a specified immersion test—not waterproof, towel-proof or all-day wear.
A sunscreen label compresses several laboratory or clinical test outcomes into a few symbols. Trouble starts when one symbol is asked to do every job: SPF is treated as a timer, PA is mistaken for SPF, or “broad spectrum” is read as an identical level of UVA protection worldwide.
This database maps each term to its endpoint, what it does not establish and the standard or regulator behind it. Standards evolve: India introduced the comprehensive sunscreen cosmetic specification IS 19685:2026, and ISO published an amendment to its in-vitro UVA method in February 2026. Always read the market, test method and product directions together.
The Label-to-Test Rule
GlowBareSkin’s Label-to-Test Rule uses four questions:
- What endpoint was measured? Erythema, UVA protection, absorbance breadth or retention after water immersion?
- Which method was used? In vivo, in vitro or diffuse-reflectance spectroscopy?
- Which market’s pass rule applies? A familiar phrase can have jurisdiction-specific criteria.
- What still depends on use? Applied amount, coverage, rubbing, sweating and reapplication are not captured by a headline number.
A tested sunscreen number answers one protection question—not every protection question.

SPF: not a clock
ISO 24444:2019 specifies an in-vivo method for determining sunscreen SPF; India’s IS 17494 is the corresponding national test reference named in current BIS sunscreen material. The test compares the UV dose required to produce a defined erythema response on protected and unprotected skin under standardized conditions.
That ratio is not a promise that SPF 30 lets everyone stay outdoors thirty times longer. Sun intensity changes, people apply different amounts, missed areas occur, and the film can be disrupted by rubbing, sweat and water. Nor does a high SPF disclose exact UVA protection. Read it with the UVA claim and directions.
UVA-PF and PA: related, but not identical labels
UVA-PF addresses protection in the UVA range. ISO 24442 describes an in-vivo persistent-pigment-darkening method, while ISO 24443:2021 describes in-vitro characterization of UVA protection. ISO published Amendment 1 to ISO 24443 in February 2026. ISO 23698:2024 adds a diffuse-reflectance spectroscopy approach for determining efficacy parameters without a biological response.
The PA system turns a tested UVA-PF into categories. Under the Japan Cosmetic Industry Association standard, more plus signs indicate a higher category, with PA++++ as the top category. It remains categorical: PA++++ does not tell you the exact measured UVA-PF, how the product feels or whether the film will stay intact during a particular activity.
Broad spectrum and critical wavelength
“Broad spectrum” is not a universal numerical language. In the United States, FDA rules connect the claim to a specified broad-spectrum test and labeling framework. Other markets can use UVA-PF-to-SPF proportionality, critical wavelength or additional requirements. A product can therefore carry familiar wording under a particular market’s rule without that wording revealing every underlying measurement.
Critical wavelength describes the breadth of an absorbance curve: it is the point below which 90% of the integrated area lies. Breadth matters, but critical wavelength alone does not tell you the height of the curve. In plain language, it cannot replace an SPF or UVA-PF value.
Water resistance: a retention claim
Water-resistance testing asks how protection changes after defined immersion cycles. FDA labeling permits “water resistant” with the tested 40- or 80-minute duration; “waterproof” is not the correct claim. ISO 16217 and ISO 18861 address water-resistance procedures and retained SPF. These controlled conditions do not recreate towel drying, sand, friction, heavy sweating or an entire day outside.
The practical rule is simple: follow the product’s reapplication instructions, reapply after the circumstances listed on its label, and do not turn a tested duration into a universal wear promise.
India update: IS 19685:2026
The Bureau of Indian Standards reported in its May 2026 newsletter that it introduced IS 19685:2026, Sunscreen Cosmetic Products—Specification. BIS describes it as a comprehensive specification and references SPF testing through IS 17494, along with UVA and other performance considerations. This is a valuable current reference for India-focused reporting. The standard title and existence should not be paraphrased into unsupported claims about a specific product’s compliance; product-level documentation is still required.

How to compare two labels
- Compare SPF numbers, but do not stop there.
- Find the UVA statement: UVA-PF, PA or the market’s broad-spectrum claim.
- Check whether water resistance is claimed and for what duration.
- Read directions, including application and reapplication instructions.
- Choose a texture you can apply evenly and repeatedly; elegance is a use factor, not an SPF test result.

Common translation errors
- “SPF 50 lasts longer than SPF 30.” SPF is not a wear-time guarantee.
- “PA++++ means the product is SPF 50.” PA and SPF describe different protection dimensions.
- “Broad spectrum means the same UVA strength everywhere.” The qualifying test and rule depend on jurisdiction.
- “Mineral automatically means better tested protection.” Filter category does not replace finished-product efficacy testing.
- “Water resistant means waterproof.” It is a bounded retention claim under specified conditions.

Frequently asked questions
Is SPF 50 twice as protective as SPF 25?
No. SPF is a ratio derived from an erythema test, and the relationship is not a simple statement that one product gives twice the real-world protection. Application quality and UVA protection also matter.
Is PA++++ better than PA+++?
PA++++ is a higher UVA-PF category under the PA system. It does not disclose the exact UVA-PF or automatically make the product better for every person and activity.
What does “broad spectrum” mean?
It means the product passed the applicable market’s UVA/UVB claim criteria. Check which regulatory framework and tests apply; the phrase is not a single worldwide numerical grade.
Can sunscreen be waterproof?
No sunscreen should be treated as waterproof. Water-resistant claims are linked to specified tests and durations. Reapply according to the label.
